The Nevada Independent reported that, at the time, the Culinary Workers Union initially panned it as a “wild-ass campaign promise,” and economists quickly began warning that exempting tips from federal income tax could produce uneven benefits and distort incentives. Those concerns have not disappeared simply because the policy is now law.
